Project B5/1: construction of steam boiler plant

During operation of Ignalina Nuclear Power Plant the main source of steam for the power plant was the power plant evaporation facility working during power unit operation.During the power unit outage the standby boiler station was available for steam supply to the power plant.

After final shutdown of Ignalina Nuclear Power Plant it remained the consumer of steam that was needed for evaporation equipment of Liquid Radioactive Waste Treatment Facility. In these circumstances the standby boiler was the only steam source for the power plant, which could not be the continuous steam source due to insufficient power and outdated equipment. In this context, during preparation of Final Decommissioning Plan the construction of steam boiler station was included into the project.

The capacity of the new steam boiler station – 30t/h of steam (3 boilers, each with output capacity of 15t/h of steam). Main fuel for the boiler station is gas, and backup – liquid fuel (diesel).

Ekobana UAB participated in the steam boiler construction project as subcontractor and supplied elements for the general contractor - the company Elektrim-Megadex S.A. (Poland).

Replacement of circuit breakers Electron-Э16В 0.4 kV in the sections of switchgear for own needs

In order to ensure power supply for own-needs 0.4 kV consumers of Ignalina Nuclear Power Plant, complete transformer substations KTP SN 0,5 are used, made by Minsk Kozlov-named electromechanical plant. As the input switches, circuit breakers Elektron-Э16В, made in Dimitrovgrad factory KONTAKTOR (Russia) are used. In the input switches current connectors are dismantled, i.e., they operate in a mode of remote-controlled contactors. To ensure fire protection of busbars and feeder cable outputs, Zilberman sensor protection is equipped outside of the section, which uses load current phase angle and responds only to the active component of the short-circuit current (KZ). Control of 0.4 kV inputs of the operating and the standby sections is performed by the remote control key from the panel of the control unit. In the same place, remote switch position indication and faults warning alarms are wired. The main protection of 0.4 kV power transformer sections and busbars is installed in the high-voltage side, by using digital relays RT-40 and RP-23, which activate disconnection of LF2 Schneider Electric switches from 6 kV side and Elektron Э16 from 0.4 kV side.

 

In Ignalina Nuclear Power Plant it is necessary to change the operating and the standby inputs for automatic switches of Elektron Э16В own-needs 0.4 kV switchgear in the 2-nd Power Unit and the room No 119 along with a relay protection set of own-needs power transformers in the high voltage side.

 

The main objectives of the project: replacement of morally and physically obsolete equipment and increase of power supply reliability for the own-needs consumers in Ignalina Nuclear Power Plant.

 

During implementation of the project the following works have been carried out:

-    For the new certified Siemens unit, intended to replace the following equipment in planned steps: design, manufacture, testing and delivery of 66 inputs for Electron Э16В type circuit breakers of the operating and the standby sections for the own-needs 0.4 kV switchgear (SRSĮ-0.4 kV) and room No 119 of the Ignalina Nuclear Power Plant together with a set of relay protection for own-needs power transformers in the high voltage side.

-    Developed technical project for replacement of the switches, including drawings, specifications and the relevant documentation.

-    Equipment transfer/acceptance tests were carried out in manufacturer's plant, including preparation of procedures and program for execution of equipment compliance testing in manufacturer's plant.

-    Training of personnel for service and maintenance of Ignalina Nuclear Power Plant.

 

Distinctive features of the project:

-    Analysis of possible events in the own-needs 0.4 kV system, intended for selection of optimal version of automatic protection switches and sensor protection.

-    Design of experimental withdrawable carriages, complete with a variety of switches, and tests to determine their conformity with the technical requirements of INPP.

-    Production and testing of experimental samples in an independent laboratory, including the dynamic and thermal resistance testing, as well tests in accidents-simulated operating conditions, which can be significantly different from normal operating conditions.

 

Sub-contractors, ООО SPKB PROELEKTRO (limited liability company, specialized design center PROELEKTRO) (Kiev, Ukraine) prepared the technical design of equipment change.

 

Specified tests of the equipment were carried out in the base of Electrical Institute (Warsaw, Poland).

Change of 6 kV switchgear SF6 switches

To ensure the supply of electrical power for the Power Plant own consumers, including also the security systems, and for its proper operation in usual mode and in emergency situations, switchgear for own needs was designed for Ignalina Nuclear Power Plant.

 

When Power Plant unit operates in a full capacity, electrical power to the 6kV switchgear of own consumers is provided from 24/6 kV operating transformers, which receive power from turbine generators (TG).In case the TG stops, switchgear of own needs automatically switches to supply mode from PRT 110/6kV (stand-by transformers), connected to the system of electrical power supply system. In emergency cases, when power supply from external sources discontinues, the device of automatic switch-on of the stand-by power supply source disconnects the sectional and input connectors of the reliable supply from the switchgear, turns on the diesel generator and connects it to the corresponding section.

 

6kV switchgear of own needs includes switches of VEM-6 type, produced at Konstantinovsk High Voltage Equipment Plant (Ukraine) and Rovensk High Voltage Equipment PLANT (Ukraine) – they are used in the first Power Plant Unit. The second Unit uses switches of VMPE type, produced at Chimkent Plant of Electric equipment (Uzbekistan).

 

Reconstruction of 6kV switchgear equipment must be performed at Ignalina Nuclear Power Plant. Part of this equipment is related to the electric energy supply for security systems (switchgear of reliable power supply), and the other part is related with the general operation systems, which are important from the security viewpoint (switchgear of general power supply).

 

The main purposes of the project: replacement of morally and physically obsolete equipment of expired validity; increasing of reliability of equipment for electric energy supply for Power Plant own needs; improvement of the conditions for technical service; and warranting of electric energy supply in a case of seismic influence.

 

The project includes change of the 6kV switchgear switches in a few stages, by changing the old switches with a newly produced 6kV electro-gas switches mounted on withdrawable elements, which are made compliant with the existing equipment and with the diagrams of relay security and alarm systems.

 

During implementation of the project the following works have been carried out:

-    For the new certified unit in Ignalina Nuclear Power Plant, step-by-step replacement of the following switches: design, manufacture, testing and delivery of 16 switches in the system of 6 kV switchgear with withdrawable switchgear assembly elements (KRU), type KXXIV (Inom = 3200А), 40 switches with withdrawable elements (KRU), type KXXV (Inom = 2000А), and 161 switch with withdrawable elements (KRU), type KXXVI (Inom = 1000А and Inom = 630А).

-    Prepared and submitted a complete technical project for replacement of switches with withdrawable carriages, including drawings, calculations, specifications and supporting documentation.

-    Installation under supervision of supplier representatives, supervision and consultations during adjustment of equipment, commissioning, operational tests and confirmation of suitability of installed equipment for operation.

-    Training of maintenance personnel, how to operate withdrawable carriages with switches, explaining maintenance practices and rules.

 

Sub-contractors, ООО SPKB PROELEKTRO (limited liability company - specialized design center PROELEKTRO) (Kiev, Ukraine) has provided with the technical design.

 

Electrical, electromechanical, resistance and other tests were carried out in the base of OAO NIC-VVA (open joint-stock company "Scientific Research Center for Testing High-voltage Equipment") (Moscow, Russia).

Change of DC panels and rectifiers in the building No 106 of Ignalina Nuclear Power Plant

Existing DC panels with rectifiers, intended for a reliable supply of operating current to relay and automation equipment, automation systems for accident prevention, communication and telemechanic equipment, and electromagnetic interlocking in the open 110/330 kV switchyard. In the buffer of the two operating rectifiers we connected two battery elements operating in a permanent charge mode. The third rectifier is for a backup, used in cases of maintenance or failure of one of the operating rectifiers, also in case of control charging of battery element (inversion function).

 

The main objectives of the project: replacement of morally and physically obsolete equipment and increase of power supply reliability for the own-needs consumers in Ignalina Nuclear Power Plant.

 

During implementation of the project the following works have been carried out:

-    Design, production, adjustment and testing in the manufacturer’s plant of the new certified equipment made by Gutor and Benning to replace the DC panels, rectifiers and uninterruptible power supply units ABP-6,3 kVA AS 110/330 kV in Ignalina Nuclear Power Plant.

-    Equipment transfer/acceptance tests were carried out in manufacturer's plant, including preparation of procedures and program for execution of equipment compliance testing in manufacturer's plant.

-    Installation under supervision of supplier representatives, equipment start-up and adjustment works, commissioning, as well as service and maintenance staff training for INPP.

Sub-contractors, ООО SPKB PROELEKTRO (limited liability company, specialized design center PROELEKTRO) (Kiev, Ukraine) prepared the technical design.

Installation under supervision of supplier representatives, testing and commissioning, as well as service and maintenance staff training for INPP is carried out by the sub-contractors - OOO SELKOM (limited liability company SELKOM) (Kiev, Ukraine).
